Scaffolding provides temporary access and working platforms for construction, and is governed in Australia primarily by AS/NZS 1576 (scaffolding) and AS/NZS 4576 (guidelines for scaffolding).

Scaffold-related incidents (collapse, falls from height) remain among the most common serious construction injuries: design, erection competency, and inspection all matter.

Design Considerations

  • Foundation: sole boards/base plates spreading load to acceptable ground bearing pressure
  • Bracing: diagonal bracing for longitudinal and transverse stability
  • Tie-in to structure: ties at specified vertical/horizontal spacing to resist wind and stability loads
  • Wind loading: sheeted or shrink-wrapped scaffolds attract significantly higher wind loads: bracing and ties must be re-checked
  • Working platform: full boarding, toe boards, and guardrails (top rail, mid rail)

Competency and Licensing (Australia)

Scaffolding over a certain height/complexity legally requires a licensed scaffolder under Australian WHS Regulations, and often a scaffold design certified by a competent person or engineer.

Common Failure Modes

  • Inadequate bracing leading to progressive collapse
  • Overloading beyond duty rating (especially material storage on deck)
  • Missing or inadequate ties to the structure
  • Foundation failure (soft ground, unbraced base plates)
  • Unauthorised alteration by trades without re-certification

Practical Notes

  • Sheeting or shrink-wrapping a scaffold dramatically increases wind load: this is one of the most common causes of scaffold collapse and must be reflected in the design, not assumed to be covered by standard bracing.
  • Never allow scaffold alteration by unlicensed personnel: even removing a single brace can compromise overall stability.
  • Duty rating must match actual site use, not intended use: material storage on a light-duty scaffold is a frequent and serious overload scenario.
